Preheat your oven to 400°F. Line a baking sheet with foil and place a wire rack on top. Lightly grease the rack with nonstick spray.
In a bowl, combine baking powder, brown sugar, salt, pepper, garlic powder, onion powder, smoked paprika, chili powder, cumin, and celery seed. Toss the wings in the spice mixture until they're evenly coated.
Arrange the wings on the prepared rack, making sure they're not touching. Bake in the preheated oven for 45-50 minutes until they're golden and crispy.
While the wings are baking, prepare the sauce. In a saucepan, melt the butter over medium heat. Stir in the hot sauce and honey, and bring to a simmer. Cook for 3-5 minutes until slightly thickened.
Once the wings are done, place them in a large bowl. Pour the prepared sauce over the wings and gently toss to coat evenly.
Serve the hot wings immediately, with celery sticks and your favorite dipping sauce on the side.
